General Rules:

1.1 - Admin Discretion

When a player's actions or general conduct negatively impact another player's roleplay experience and/or the realistic roleplaying atmosphere we strive to create on the server, admins have the authority to punish that player for violations not covered by the guidelines below. This also means that admins have the full ability to punish players for scenes where terrible roleplay is represented, and the use of forums is not necessary - only if the situation matches this.

1.2 - Common Courtesy

All participants are expected to treat each other with respect. Violating rules due to someone else's actions is not permissible.

Disrupting, stalling, or voiding roleplay is prohibited unless directed by an administrator.

Examples include:

  • Homophobia, misgendering, and targeted hateful remarks are strictly prohibited.
  • Insulting another player through out-of-character channels (Forums, Discord, etc.) is unacceptable.
  • Repeatedly refusing or avoiding roleplay is not allowed, this includes exiting the game to evade roleplay (combat logging) and purposefully being away from the keyboard to avoid roleplay.
  • Bugs and desync issues should be roleplayed out. In the event of encountering a bug or exploit on any of our services, it is mandatory to report it.
  • Disregarding an administrator's decision or ignoring messages is against the rules.

1.3 - Cheating & Modifications

Any modifications that change our game or changes how the systems work (commonly known as modding and scripting) is NOT allowed on our servers.

Any client side modifications that give you an advantage are NOT allowed in any way. For example; unrealistic sky packs, crosshairs, unrealistic sound packs, loud footsteps, player glow, etc.

Realistic packs, such as VisualV and NVE are allowed.

1.4 - Exploiting & Macros

Bugs are possible as the server is constantly in development. Exploiting any of these in game bugs and using them to benefit you or another person will result in a permanent ban. It is also the responsibility of players to report others who break these rules. If you discover any bugs please clip them and make a ticket within our discord so that they can be fixed.

Abusing commands will fall under exploitation of game mechanics and is punishable.

AFK Farming (macros, auto clickers, etc) is NOT allowed.

1.5 - Working Microphone

You must have a working microphone to play Streets of California RP. If possible, enable your Push To Talk in the voice chat settings in game to reduce the potential to Hot Mic while downed.

1.6 - Random Deathmatch

Random Deathmatch, commonly known as RDM, is NOT allowed. RDM is the act of killing someone without engaging in quality roleplay. The roleplay must have some meaning behind it and must consist of an interaction first. Terrorism is strictly forbidden.

Examples include:

  • Attacking another player/group without any story/roleplay leading up to it.
  • Provoking a fist fight with two people who are unarmed and then pulling out a firearm and killing them.
  • John Doe has killed you over a legitimate in character reason and you respawned without being saved by the Police Department/Fire Department so you get a gun from your house and go back and kill him.

This also includes revenge killing when you respawn after being executed and then kill (or at least attempt to) the person who has just murdered you. Your In Character memory is wiped off everything that led up to your death when you are killed, so you should forget about your attacker.

We highly suggest you to use a clipping software such as Medal or OBS just in case you need to report or are reported for RDM.

Self defence is not considered as RDM.

1.7 - Vehicle Deathmatch

Vehicle Deathmatch, commonly known as VDM, is NOT allowed. VDM is where a person puts effort into intentionally using a vehicle to kill or injure another person. This does not mean every time you are hit by a vehicle that it is Vehicle Deathmatching, but if it matches the description then the rule was broken. Further examples of VDM would be intentionally running people over and causing injury to another person while driving. Ramming people off the road is also considered VDM.

1.8 - Impersonation

You are NOT allowed to impersonate staff at any time.

1.9 - Report/Support Tickets

Making reports in-city with the /report command is not to be abused. Abusing them will result in punishment.

If you are going to report someone please ensure that you have an unedited 2 minute clip of the interaction that features your game audio and your microphone audio. We do not accept anything under 2 minutes. Exceptions for this can be made for anything related to the TOS.

Contacting staff members in-city regarding tickets, reports or other unrelated issues is NOT allowed and you will be punished under Failed Roleplay.

Reports must remain professional from all parties involved, ticket reports ARE PREFERRED, and in-game reports may not be answered in a timely manner. Players should never argue in reports or participate in any unnecessary toxicity. Please keep in mind upon a situation happening a report should be submitted in a ticket within 24 hours.

1.10 - Ban Evasion

Ban evasion will result in a permanent ban. This means that after you get banned you're NOT allowed to use another account or spoof into the city to play, you must wait your time and get unbanned to continue playing.

1.11 - Real World Trading

This is defined as trading or buying in-game items for out-of-game currency. This is strictly prohibited. Examples: Giving someone a vehicle in-game and receiving payment for it OOC.

1.12 - Terms of Service

This is a streamer friendly city, you must always be following Twitch.TV Terms of Service [https://www.twitch.tv/p/en/legal/terms-of-service/] & Discord's Terms of Service [https://discord.com/terms]. Failure to follow the Twitch & Discord TOS will result in serious punishment.

Some general categories of speech that are prohibited are:

  • Incitements, threats, or advocations of physical harm or death against individuals or groups on the basis of protected characteristics.
  • Use of hateful slurs toward individuals on the basis of race, ethnicity, sex, gender identity, sexual orientation, or age.
  • Expressions of contempt or hatred toward groups of people.
  • Expressions of sexual harassment toward individuals.
  • Targeted attempts to dox or otherwise surrender personal, undisclosed information about specific users.

1.13 - Red Zone Mindset

Streets of California is a SERIOUS roleplay server and we do not condone any sort of Red Zone behaviour.

Red Zone/Unrealistic clothing is strictly prohibited.

1.14 - Strike System

Note these are only baselines; each situation is different and will be handled accordingly to the issues presented.
  • Strike 1 - First ban offense
  • Strike 2 - Second ban offense, this will be an increased period of time than the first offense
  • Strike 3 - Third ban offense, this will be an increased period of time than the second offense
  • Strike 4+ - May lead to permanent ban

Roleplay Rule:

2.1 - Interactions

Sexual, torture, or extremely gross roleplay is allowed only if ALL parties involved (participants and witnesses) have agreed to it in an out-of-character chat before the roleplay being performed, and NOT in a public area. If at any time you feel uncomfortable with the roleplay, you can void it and leave the roleplay. Scenarios such as rape and nonconsential touching are ALWAYS PROHIBITED.

/do's are needed when performing actions such as passing items or actions like rubbing your head. /me's are optional but not necessary.

All players must remain in character unless an administrator says otherwise. Players breaking the rules doesn’t mean the roleplay stops. If you have an issue with the player, submit a report in-game or within a ticket. If you need to go OOC, type in your local OOC bar.

Players trying to meet someone via stream sniping isn’t allowed. If you’re found to be stream sniping, you may be permanently banned and unwhitelisted from the server.

Players may not void roleplay or any scenario unless a Game Admin or Lead Admin says otherwise in the result of a report; a scene may not be voided without first making a ticket. You must follow the administrator's instructions.

All players may not cut off interactions between you and another player unless Senior Admin+ says otherwise. You must follow all the administrator's instructions.

2.2 - Character Name

Your character needs to have a somewhat realistic name, no celebrity names, and must not break TOS. Special characters in your character's name are NOT allowed. For example; ! @ # $ % ^ & * ( ) | { } ; ,.

2.3 - Character Standards

Roleplaying as a nude character is NOT allowed. Roleplaying as a nude character with invisible arms, legs, torso, etc. is also NOT allowed.

You MUST have the verified female role to use the female ped model in-city.

2.4 - Multiple Characters

Avoid creating multiple characters involved in the same story/scenarios that could use the same information to push their goals.

If you have multiple characters you must not share items, money and information. Asset transfers require approval from Administration.

If your character ends up CK'ing in a faction and you still want to be a part of the same faction, you must start off your new character as a Resident and/or Member and work your way back up to Leader. This creates further roleplay, character development/storylines, and more backdooring opportunities for those who want to get a leadership role in the faction. Any failure to do so will result in a punishment, which could result in a faction strike or a ban. When you make a new character, it CANNOT be related to the previous character you had before. THIS ONLY APPLIES IN CHARACTER.

2.5 - OOC Usage

Any form of OOC threats are not allowed. This will result in a permanent ban.

  • You may not give out any in-city information on out-of-city platforms.
  • In order to maintain the flow of role-play we expect you to adapt and continue the scene despite there being scuffs/bugs going on in the scene. Do your best to work around the glitch/scuff and continue the scene.
  • You may not use information about someone OOC in-city at all.

2.6 - Fail & Low Quality Roleplay

Fail & Low Quality Roleplay is the act of performing actions that are unrealistic or promote poor quality roleplay. This includes but is not limited to repeatedly ignoring RP interactions, talking while on your side and/or dead, combat logging, breaking character, and talking OOC while in a scene and/or in character.

Trolling is the act of performing certain actions, causing destruction or acting recklessly to provoke a reaction and is NOT allowed.

Explaining the rules in-city, commonly known as rulesplaining, falls under Fail RP. If someone breaks a rule, clip it and make a report. DO NOT confront them about breaking the rules as this is considered going out of character.

Examples of Low Quality Roleplay:

  • Attempting to buy or sell weapons/drugs through the in-game "Yellow Pages" application is subpar and will result in punishment.
  • Failure to roleplay a car crash, even if caused by desync and voided by an administrator, is a violation.

2.7 - Not Valuing Life & Fear Roleplay

You must value your life at all times, treat your character as you would treat yourself and be mindful of your character's life at all times. If someone has a gun pointed at you then you must listen to the commands that said person is giving you to ensure your safety and survival.

If someone has a hostage during a situation, you must value the hostage's life and listen to the commands that said person is giving you to ensure the hostages safety and survival. Fake hostages are NOT allowed; you can not get people to sign up to be hostages to be part of your crimes.

Examples of when you’re not in direct danger:

  • When you’re in a vehicle and the engine isn’t stalled
  • When you have a firearm drawn and facing the other person before they attack
  • When the attacker's view is obstructed by an object or when they turn their back on you

2.8 - New Life Rule

If you're downed and respawn at the hospital, your character forgets the immediate events leading up to being down in the current scenario.

You may not respawn if you’ve been advised that police or EMS are on the way to your scene.

A player may not return to the area of their death for at least 15 minutes or attempt to retrieve lost possessions from involved players.

If you happen to Character Kill, you may not make a new character and revenge kill for your deceased character.

2.9 - Combat Logging

You are not allowed to leave the server whilst in an active situation or initiation. You must wait until after the scene is over in order to pop your head. If the scene is still active you may not F8.

Logging out to avoid an interaction or to prevent a scene from continuing is not allowed. For example; being in a shoot out and not wanting to die, getting caught by police, or getting robbed so you decide to F8.

You are NOT allowed to store items/weapons during an active scene to avoid being robbed.

2.10 - Safezones

Safezones are an area where players may not commit any crimes.

You are NOT allowed to run into a Green Zone as this will be considered power gaming. If the player that you're attacking flees to a safe zone, then the roleplay is allowed to continue, meaning you will still be able to kill/rob/commit crimes.

Safezones are:

  • All Government Offices, including City Hall, Law Enforcement Offices, Hospitals, Car Dealerships, Banks, the Department of Motor Vehicles & the Country Club
  • Parking Garages & Impound Lots
  • Server Events - excluding Block Parties & House Parties
  • Player Owned Businesses - Inside only
  • Clothing Stores, Tattoo Shops & Barber Shops - Inside only
  • Movie Theatres, The Arena, Bowling Alleys & LA Fitness - Inside only
  • Shopping Center / Mall - Inside only
  • The Diamond Casino - Parking lot included

2.11 - Civilian Groups

Civilians are not allowed to provoke and/or negatively interact with gangs unless forced or
provoked first.

2.12 - Weapon Handling

Openly carrying weapons is not allowed. This includes walking around with a weapon without a reason.

If you are carrying anything bigger than an UZI then you must have a backpack on.

2.13 - Vehicles and Aircraft

You are NOT allowed to steal PD vehicles without a valid reason. Be prepared to be killed if you steal a PD vehicle.

You are NOT allowed to steal an EMS vehicle under any circumstance and will receive punishment.

You are NOT allowed to fly a plane/aircraft unless you have a valid licence and are authorized to do so.

2.14 - Combat Rules

You are NOT allowed to use emotes during combat to exploit hiding, dodging, etc. You can however use the in-city keybind for crouch, crawl and q-peak.

Rolling is NOT allowed.

Speed boosting is NOT allowed.

2.15 - Legal Firearms

Legal firearms can not be obtained in your faction or criminal group/org soul, along with the weapon to only be used properly and not for illegal activities or to give ammo or the gun itself away to another soul or person you know.

Metagaming / Powergaming

3.1 - OOC Information

Using information that was not gained through roleplay to act upon or influence actions in-city falls under metagaming and is NOT allowed.

Stream sniping is another form of metagaming and will result in immediate punishment at the discretion of staff. You are NOT allowed to use information gained from watching another player's stream.

Use of external communication platforms, such as Discord or Skype, to convey in-character information while in-game is NOT allowed.

Examples of Metagaming:

  • John uses information from out-of-character in his in-character roleplay.
  • John utilizes details from Twitch chat to influence his in-character actions.

3.2 - Powergaming

Powergaming can be defined as performing acts that are not human-like; forcing roleplay on others without giving them a fair chance; making up things which did not happen so that you can benefit; roleplaying things which are not possible script-wise so that you can gain an unfair advantage. Some examples include:
  • Communicating, including using the /me command or emote menu, while downed.
  • Utilizing communication devices when handcuffed or restrained. You must remain inactive on every form of communication other than proximity chat.
  • Finding the quickest way to make money, rather than roleplaying around the mechanic.

Grand Theft Auto Five physics and movements in-game are hardcoded and cannot be changed via scripting, so the following is forbidden to avoid non-roleplay situations:
  • Bunnyhopping (I.e: jumping while running around to gain speed in a situation)
  • Spam Punching (I.e: spam clicking mouse 1 in a fight and not giving someone a chance to react)
  • Combat Rolling (I.e: rolling in a shootout, etc.)
  • Olympic Swimming (I.e: swimming without roleplaying any exhaustion)
  • Abuse of jobs (I.e: spawning a job vehicle to evade police, etc)

3.3 - Identifying Individuals

You are NOT allowed to identify an individual by using their in-city identification number or "CID". The only circumstance where this is allowed is to report somebody to the staff team if you believe they have broken a rule.

You are NOT allowed to identify an individual by their voice if they are wearing a mask and doing so will result in punishment.

If someone has black-out tint on their vehicle (pitch black tint), you are NOT allowed to use IDs to see how many people are inside the vehicle.

Criminal Activities:

4.1 - Illegal Activities

You are allowed a maximum group of 8 people when participating in criminal activities. You may use a maximum of 2 vehicles. Relaying information to or between characters (lookouts, radio communications) counts you as part of that scenario. Choosing shooters/grinders over role-players is not acceptable.

You may form a secondary group with a maximum of 4 people when characters are brought into police custody to attempt a prison break or transport break. The secondary group is not allowed to intervene until the prison transport begins. Attempting a prison break or transport break with small weapons or an unthought-out plan is considered NVL.

Gambling that involves "shooting dice" also has restrictions. Players may only bet a maximum of $20,000 per roll and may only partake in these activities with cash.

4.2 - Robbing and Scamming

Robbing is defined as taking someone's possessions (money/items, etc) by force or threat of force. Scamming is defined as offering a good or service and then refusing to pay or give it. Robberies and scams must be strictly done in character and you must always have a valid reasoning behind robbing someone.

You are NOT allowed to Rob/Scam a player inside of a green zone.

Players are NOT allowed to scam vehicles or properties

Players may scam for a maximum amount of $25,000.

Players may not rob items from the Police Department and Fire Department.

Players are able to force other players to withdraw money from an automated teller but only for a maximum of $5000.

Players are able to rob all of the cash you are carrying on your person. Avoid walking around with twenty thousand dollars unless you don’t care about losing it.

Players are unable to force other players to hand over assets that aren’t present in the area. Players are unable to force another player to sell them their vehicle via script commands during a robbery.

Looting people who are dead is forbidden. You may not kill someone during a robbery unless they bring it upon themselves. Players must show value for their life, and your character's life is important.

A group who splits up shouldn't be robbing houses in 4 different areas of the map to try and spread police out just so they can succeed.

Chain robberies on your character, unless perfectly roleplayed, will be considered unrealistic and a poor portrayal of a character. You may only do up to one robbery per hour.

Group robberies count together, the rule doesn't apply to just an individual; it applies to an entire group you're with regardless of whether you're the getaway driver or burglar.

Whitelisted Job Rules:

5.1 - Corruption

All forms of corruption in Government Department positions are strictly prohibited.

Players may only work under one career in Government Employment (Medical Services & Police Department). This means players who are Police Department may not work for Medical Services at once & players who are Emergency Medical Services (EMS) may not work for the Police Department at once. This is to balance the numbers and activity in each department, along with queue priority.

Examples of Corruption:

  • Giving guns out from being in the Police Department or Fire Department to others in the server is classed as Corruption and will be banned for it. No Warnings.
  • Taking a large amount of money, weapons, items etc. from someone and not reporting it to staff. (Make sure you have clips)
  • Setting another player up to be killed as a member of the Police Department or Fire Department is prohibited - you will face consequences.
  • Applying for and getting accepted for a Legal Firearm to distribute the weapons and/or ammunition.
